Alright, here is what I've heard previously:

• Beginning weapons do not count. That includes the M16 and M700.
• Pistols do count. They are a permanent weapon.
• Duplicated weapons [you've bought two of them] do count.
• All permanent guns count.
• Black Market temporary guns do not count.

You forgot about coupon guns! and does do count also!

This is correct.

In addition the Permanent Axe (or any subsequent Permanent melee weapons) do count.

Temporary melee weapons and all forms of grenades do not count.

Should also be noted that selling guns will reduce your total.

Your starting knife does not count.
