Random FPS LAG SPIKES

Randomly starting today my FPS has been dropping to 8 or 20 every 5 seconds or when there are several people shooting at once. This randomly started today and i can restarted my computer several times and been playing for a while. I exited all programs and everything I've done but it keeps dropping ever couple seconds.

I guess that isnt his problem.. cuz.. I am pretty sure I had same problem before.. and it wasnt the soundcard. Cuz, I didnt use any. But somehow mine got away, but gl finding your answer bro.
