uh... avatar help?

I want to use that avatar, but I can't get the filesize as I need to. It says 19.5, but when I make the JPG file quality lower, it doesn't get me a size below than 25KB even with 0 quality.

Help please?

Perhaps you could resize it using MSPAINT?
