A Ribbon Bug?

I am not complaining. I finally got the gun.

But the strange thing is, I got the "My Ribbons are made of Crystal" Ribbon, and the prize even though I just got 19 Ribbons! : o

Is this (or can this be considered as) a bug?

you prbly had the military inteligence ribbon and then lost it when they took it out
and you cant count thats 20 ribbons
