Might Decrease Number Of Hackers?

As we have all noticed.. There ALOT of hackers now. My suggestion to decrease the number of hackers is.. Moderators.

They would be able to kick anyone on either team.
When a player reports someone. The replay could be sent to a moderator who would view it, and if it is a hacker, ban.
They also should have marks next to their names to indicate they are mods.
Blah, blah, blah.

If a moderator is in game, no one dares to hack, right?

but problem is, how many MoD do we have? How many room do we have? And because even hacker dare not to hack when they see a MoD, how could they catch hackers?
