Until Further notice?

To reason with hackers, should Z8 disallow people from making new accounts until a few weeks or months?

My reason for this is simple. People think that if they hack on a "noob" account, then they won't get caught. Most people don't have "noob" accounts so they create new ones to hack on (How many smiley faces do we see w/ m16 and 1 shot kills?). So if Z8 does not allow any more new accounts for CF, we can force people who want to hack, use their mains or w/e they have to work with. After a period of time, barring the passing out of hacks, it probably help with the amount of hackers.
