Is it legal to use a crosshair different from those that include the game? If I open a program that I can decide the crosshair, is it legal? Answer me pls.

nope.

to edit the crossair you need to edit the .rez files, wich is considered hacking.

Crosshair changing usually came with hacks from malicious sites, so that's considered hacking at best..

Putting a Crosshair anywhere is hacking.
My favourite in game one would have to be Type C in Blue.
I get so many headshots with it, and I can control my spray better when I am using a Thompson or M4 Custom.
