There comes a point where technology has nothing to do with your FPS in an older engine video game.

Try playing Nibbles on your PC. It's probably actually impossible because your PC just runs too fast.

The game is designed to be played on a lot of machines, new and old. Which it does. CIV 5 has been designed to run optimal on the best machines in the world. And it does.

...And you're blaming CF for this problem why...?

Try this:
Open CCC, go into 3D settings, and disable catalyst AI.
