M700 and M16 are includ for the badge Gun Hobbyist/Gun Collector Ribbons ?

Yea I remember reading somewhere (from an official post) that m16, m700, and melee weapons won't count towards the Gun Collector ribbon. I think it used to be that m16, m700, melee weapons, and sold weapons all counted towards the Gun Hobbyist ribbon but I'm guessing they changed those too.

I have only 16 perm guns, 2 are the m16 and m700 and three of them a BP guns. I got my ribbon.

The ribbon counts permanent guns, since the M16, and the M700 do not have an expiration date, they count as a permanent gun towards the Gun Collector ribbon.

i have 17 ribbons now . ( thank god to m16 and m700 ) yes , they count .

Go to the new ribbons title in that thread, [GM]Saidin says your starting weapons DO NOT count anymore.
