When I'm reporting a hack.er, and I check the contact history, it says that the status of all my reports is ''close''. So wdf does that mean?

The cheat reports are all closed by default. They won't tell you nothing about your report.
To have an idea if he got banned you need to manually search the user and see his last playing date.
