Question about a ribbon

You know there is this ribbon that is gotten by collecting weapons. We have the ribbon of 15 perm weps and 25 perm weps. I know m16 and m700 count. Well, you know getting lots of weapons is kinda expensive so my question is: what if I buy so many M9s(12k GP) as I can to reach 25 perm weapons. Would it work and give me the ribbon?

EDIT: I have already 15 perm weapons in game but in my profile I see my Dual Desperados don't show. Maybe that's why I'm not getting the Gun Hobbyist Ribbon.
