Does anyone know if you reply does at count in your posts
for the Ribbon or does it only count when you make a new post ?

replys are new posts and therefore count.
Spam is not allowed and posts in the offtopic area do not count.

Agreed except it still looks like spam when u just post but dont say much in reality.
