Brute facts are facts that don't require any kind of context or explanation to be true, while institutional facts are generally only true under certain circumstances, or institutions. A common example of this is the comparison of paper and money. Saying "paper is money" is an institutional fact. Without the concept of money and a society to support it, the fact is not true.
