An urban flood map?

my map idea is a flooded river with city buildings around, a gas station that you can enter and water covering all the ground about knee height except for a bridge that crosses a central creek that is the source of flooding. GR spawns on one side while BL spawn on the other. The central creek can be made to be an instant suicide spot like the well in the Mine map
