I would really suggest a MAC ip ban as it is specific to the user's computer and it can't be changed easily. You can only have so many computers...

but I do not know if this is legal or not

Aint hard to get around ,
Only need to use a program like
SMAC that spoofs your MAC ^^

There is a only one solution. Permanent IP ban. There are full of guys who have high rank playing a new account with trying hack . Dont you see smiley face man who has vip hack in game .
