dude this is in the wrong form, this should be in the lounge or technical.

frankly if you want better fps, get a better video card, or lower blood and other effects. Sometimes have less things running in the background, but usually doesn't matter

for ping, make sure you dont' have anything else being d/led or get a better connection, obviously if your running dial up..anything is better...or choose a closer server to where you live. Ie if you live in alaska, don't play on the uk servers or east coast.
Other then that..you could always move physically to where a server is located...ie there's a server in ontario toronto. move to toronto :P

Try selecting the server closest to where you live.
also who your internet service and what package you are paying for is a big issue.
try selecting a faster service.

and don't stream or download stuff at the same time.

Ping is more or less your location. Unless your willing to buy some super expensive internet connection nothings goina change your ping.

FPS the only thing I can offer is Gamebooster. Just a program that shutsdown non-vital programs and frees up some ram for you. It can only go so far but otherwise get a better video card and or more ram. Or even scrap it and buy a new comp all together.

Get better internet connection to drop ping, and get better ram and graphics card to improve fps.

Buy a quad core computer or send your computer to a specialist so he/she can boost/clean it.
Ping is all about what server you play in and what is your internet speed.
