Yes it is true and I got it a long time ago.U should take a look at the ribbon requirements and get 20 ribbons.Yes it is hard but not impossible.One strange thing I want to tell u here now.Although I have 22 ribbons now but when I got Crystal Custom then I had 19 ribbons and "my ribbon is made of crystal" ribbon was my 20 th one.So actually I got that weapon for 19 ribbons.May be bcoz I lost my 25 forum post ribbon , thats why I got it for 19 ribbons.
