Trainees with ZP??

How is this possible? You can't purchase ZP until you're at least a Sergeant?

Do these Trainees get it through surveys or did they get it gifted to them?

Easy enough to circumvent via gifting etc. Pretty sure I had a bunch of ZP on my alt before I got sergeant.
