step 4 issue, port 16666

i got a problem with playing crossfire, i go to a boarding school so i dont have access to the router and ports. and i think port 16666 is not opened and thats why cf stops at step 4 when i open it. can anyone help me? how could i open ports myself without accessing the router or are there any other programs like 'hotspotshield' to avoid that problem or get a different ip?
