If you really have never been banned, even a temp ban, send a support ticket explaining it and they will look into your account. Same thing happened to me, I sent a ticket and they found an error in my account, now I have my Ribbon, like I should.

The soldier doesn't get put in even when the account gets temp closed even for account investigations...

But there's the smallest chance it could be in error that you do not have the ribbon... Ticket it then
