when i said failed to log in ....means I actually able to download the new patches and then it said failed to connect to server.

Yes, the login servers are currently offline, nobody buy Saladin and co. can get in at the moment.

All servers were turned on for a couple minute but couldn't login still
and they turned everything off again.

don't know when are they gonna be on again.

Is this your first patch or something?

Patience. The patch was JUST put in place.

Give it 30 minutes, and try again. Everyone calm the eff down.
