if I understand it correctly if he lives in the UK and get 20 ping and goes to NA and gets 20 ping either for one second or he gets on a proxy server <-- pretty much like internet(but you need your internet to get it) and the server is probably located near the server

IF i made sense in my paragraph, pretty much its illegal and can get banned for it
