When i try to log on it keeps saying "Failed to connect to server".

If it says 'Failed to connect to test server', then yes, you're banned.
The error you're describing though, is a connection related error.

Lol never mind. My internet must of screwed up because I tried to log in 8 times and kept saying that. But thanks for telling what its says if I'm banned but hopefully i won't.

If you're banned then it would say "Cannot connect to test server".
