LOST ID/PSW/Security Answer -Polish emails

Hello .I have a question .My friend wanna access on his old account with M4 costum ,but He forgot his login id ,He is pretty sure that He know the password ,but when we are write email it is says that you your account detalis has been sent,but it doesnt sent email for polish emails ,why ? I have account on hotmail.com and it is working .
