new server for only high ranks

Is it possible to make a server only for first leutnands or higher it is boring that i spent so much money in this game! So many guys make a noob haker account and play with it and after it is banned they make a new one. So if it is possible and i think it could be please make a sever where only high ranks can play. To report them dont work because there are to much. ip-bann also doesnt work because many people have a changing ip-adress from their i-net provider.
