The [MOD] Tag can be changed under impersonation.

Any bad or wrong IGN is no longer bannable (unless he's doing something else like scamming, harassing or hacking etc). However we do change these kinds of inappropriate names. Especially ones that try to imitate mods (past and present).

It's best to report these to support through a ticket.

Sometimes you can get lucky get through to a real moderator or GM on these forums for something like this.
