Changing Keys Permanently for Dvorak layout.

I use the Dvorak Keyboard layout and I need to change which keys I use for the game. I.E. QWERASDZXCG all need to become "<>PAOE:QJI in that order. However, every time I change the keys, they don't stay. I'll go join another game or restart Crossfire and alas, they are QWERTY again. How do I change the keys in Crossfire permanently?
