Here's how:
1. You mock them and disrespect them. Works all the time. Be like "noob hack and u still die" (just camp; the enraged h*cker will come to get you then, listening to footsteps, spray him to death). If he continues to die, keep offending him. He'll feel sad and leave. I was surprised they had feelings.
2. Target them. Let's say there's a h*cker with one hit kill thingy and you're a mutant. Go directly for the h*cker, of course, avoiding the bullets. It's like temporarily disabling him.
3. Kick. Make them feel unwelcome. Don't let them finish one f*cking game.
4. Tell them that we're getting Hero Mode as opposed to Challenge Mode because of them. If Challenge Mode came instead, people will start loving the h*ckers.

hacking is illegal but best way is to do what we must do and that is reporting them
it will just make them bored so here are my answers:
on the yours rule 1 yes we must disrespect them but hey u can still say to them "leave this game to pros,go hack on tetris or mario"
on your rule no.2 i dont get it target them? well if u target them they will still keep hacking it doesnt seems right.
on your rule no.3 yes kicking is the best way to do that but if they still get kickd that keeps them stronger.best way is reporting them
and your 4 rule and last one i dont get it seriously what is that having anything with hackers.it doesnt have any sense -
