AT&T U-verse Question

I just got off the phone with a "tier 2 Supervising network representative" that had no flippin' idea what the set bandwidth of a node is, he told me "I have no information on the network side of things". Wut.

I get 64 ping between 12:01AM and 5:30PM, and 200+ ping from 5:30 to 12:00 Exactly. My question was what was causing the heightened latency besides neighboorhood/area traffic, which shouldn't affect a specific household's bandwidth.

I get 5.8mbps download speed during the day, and 4.8mbps at night.
.9mbps upload during the day, and .62mbps at night.
21 ping during the day, and 39 ping at night. (All on speedtest.net to a server in Atlanta)

I have reset the modem, restarted my computer, opened the ports on the modem(which made it slower...), and I'm the second house connected to the node in front of my neighborhood.

Anyone have an INTELLIGENT idea as to why this is happening?
