Eummm...no!
First of all, the M16 is a long rifle. You can turn an M4 into a close quarter combat rifle, but to try and do so with an M16 just doesn't work, because the M4 is already the shorter version of the M16.
Second, and this is just my personal taste, the colors look all wrong.
I would suggest you design a M4 close quarter battle rifle, also known as a M4 CQBR, an suggest it gets an urban camouflage, instead of mere black & white skin. You could ask I_Danah to help you with the urban camo. She does wonders with such things.
Further more, I suggest you look at the differences between the AK-74 and the shorter version, the AKS-74u, and apply similar changes to the stats of the M4A1 to get your stats for the M4 CQBR.

Fixed looks and stats will be different from doing some research on the M16 variants. I used all parts compatible with M16. Yes it looks like an M4, but it has a different reciever.
Stats
Firepower: Stronger than M16A2, but weaker than M16A1 due too Muzzle Velocity.
Accuracy: 85-90
Automatic: M16
Recoil: Lighter than M16A2
Weight: M4
Clip: 35/105 -
