Okay, you cant Buy ZP if you new, You must be a required level.. Look at the instructions/Rules or whatever.

That has happened to me.
Yes it was only temporaly.
But it has come back now and all I do is buy from Paypal or Prepaid cash cards.
And I think you have to put in correct information into the system or that happens.
