RQ while clanwar give the winner still clan points?

No, you don't get any CP when you rage quit a clan match. Also counts for regular matches.

It doesn't matter if you were in a pub or a clan war. You get clan points by getting experience points. 500 exp = 1 clan point. You can get a max. of 10 clan points a day, so get get 5000 exp and you'll get your 10 clan points.

if they leave, yes you still get your clanpoints from winning.

Yes, they just don't get theirs and rightly so.
