Is it for someone you already know? Or just looking for new friends in general?
For a female? Male?
Just be yourself man.
"Be yourself."
Awkward silence with nothing to talk about...
I'm pretty sure you have those moments, too. xD
After a good dialect, wait for the silence and say, "How's the weather?" -

Again, you have to be specific if it's for a guy or a female.
Females hate 'how's the weather?'. It's boring, tactless, and just not very original at all. They don't care. All the want to do is talk about their life for the most part.
For a guy, it differs. It depends what you're into. I talk to my friends about sports, females, how girls look that pass by, rate them 1-10. Things like that. -

Conversations guide through personalities. People can just chuckle from me saying, "There is nothing for us to talk about, is there?" Rating them is... Terrible.
Saying "How's the weather is a tactic I use AFTER a good dialect, since it creates this already broken awkward silence." It brings up another conversation. -

Yeah, that's a funny little line, but it gets old. When a girl laughs at that, she's usually thinking to herself, 'Wow, this guy is weird. I need to leave ASAP.'
Rating them isn't terrible, once you get into girls, if you ever do, just say hey that girls cute, she's sexy, damn she's dateable. If you didn't know, all three mean something different.
And okay, it's a tactic to break ice, but it's a terrible tactic. It gets old really quick. Just look around and find something to talk about.
If it's a girl, just think of something funny. Ask them about music? How her class went? Get personal and ask if she has a boyfriend? Make her WANT to talk to you.
or just go through trial and error with various people you meet in class. -
