All you need is the admin account and go to the administration panel and there u have the backgrounds and options.

Editing background options varies from simple to complicated. Some sites give you a simple menu to insert a picture and background option and then others you have a Control panel, where you can go into the HTML and insert a background picture yourself. All depends on the hosting software and such.
