Random FPS?

Hi,
Well I saw a thread on how to make your FPS higher. I lowered graphics, Defraged my computer, got Game Booster(I just press 'Click to boost') and tbh it made CF run faster, and I started to get 55FPS but randomly most of the time when I'm playing TD, SnD etc.. It's starts freaking out.
