Any reason for this?

Was helping a good friend of mine on the rookie server level his account up when I came across an M12s being used. ...



Now if I am not mistaken, you need a certain level of achievement before owning an M12s SMG. Take note the green highlighted areas. The player GAME-OVER... was the one with it. The server we were in also highlighted green and the weapon I picked up off of him in my hands.

Now I believe you need to be minimum Staff Sgt. 4th Class before owning one of these...



So how is this possible? Not exactly fair to any new players coming into the game for the 1st time.
