Profile picture isn't working!

Hi,
Someone help me please! Im trying to edit my profile picture, but its not working.. Btw i know all the requirements e.g (max 100 by 100 pixels or 64.0 kb) but when i browse the picture i want with the correct limit, it still doesn't work, it says '' upload of file failed.'' So i even tryed changing my file to the following; PNG, JPEG, BMP, & GIF Picture, BUT it continues to fail -.- wdf do i have to do for it to work then (what format/File do i need)?.. I even tryed doing samething on avater section, but fails.

If it should be working with what i have attempted with above file/formats then its maybe a stupid error on forums again.
PS. i know this aint no suggestion, but i didn't know were else to go.
