Can we compile a scrub list?

wats the point of making one? its just beging to start a flame war, insult peoples for nothing, and give you nothing in result, theres way too many peoples that play this game to make a list that vague, specialy since your own judgment can decide if you consider some1 a scrub or not.

tl;dr: this idea should not even have went into your head.

You can't compile a list of QQers, hackers, immature children, etc.

Play BL instead? I'd to see you not hackusate/RQ from that side. There's so many hackers out right now nobody really cares if you're legit or not. If you have a good score and people are whining about it they'll kick you.
