Spiking pings = unhappy Cf player

So lately...well i mean today, I was experiencing a somewhat stable 80 ping with constant spiking. This is quite unusual seeing as i am usually a constant 19 ping.

Unfortunately i am on a laptop, using windows 7 as well.

However, I am already using best performance enhanced further with my game booster premium edition. At first, I believed that it was my computer itself..thus causing me to download all those pc cleaning programs which didnt do much good for my spiking.

I was just wondering if there any of you good ppl can conclude the cause of all this spiking, and more preferred..would be how to stop is =]
