Need help.....

I need someone to help me out with a program that can stop people connecting to my internet or something a long those lines. Netcut wont work for me, and Kive has given me a link to another program but annoyingly, xtrap doesnt allow this program. >.>

I havent played a full game in ages without having somewhere between 300 and 2k ping and I really need to practise with my mouse, and with my team so..... please, i need some help >.>

Have you talked to your ISP about this? Not sure how things go in Ireland, but I am guessing you already tried to encrypt your internet?

Turn off the wireless, get a cable.

Or just put a password on it (with decent encryption, WPA2-PSK (AES) or any combination involving WPA2).

WPA or WPA2 encryption will solve it. If you use one of the famous router brands in the market (eg. Thomson), and you're still using the default password that came with the device it's easy to other people to get your passsword since there are lots of alghoritms freely available on the internet.
