Problem with the Graphics

I just installed my new graphics card, it's working fine and everything in-game, a solid 80-120 FPS, but when I'm on ANYWHERE ELSE BESIDES in-game, my screen is black and white, with stripes going down it, pitch black. Idk why it's like this, also, when I'm in game, and I press B for bag, it turns to that screen too. Idk why it's like this... seriously, Does anyone know how to fix this problem? Here's a screenie.

Please try to help me with this, I don't want my CF to look like a jail prison lmfao.
