Try closing stuff your not using, try gamebooster it also helps and if your using vista or 7 turn off windows aero, but 30 to 40 fps is not that bad o.O

Go to the settings and select low under the video settings tab. You can also try turning off the optional features like blood, weather effects, etc. Additionally, you can turn your screen resolution down to the lowest setting (800x600). If this doesn't work then you basically have a junky computer like me and have to live with it.
