Practically no forumer has a chance of being a GM.
And to become a MOD, Saidin will make a thread every now and again titled "MOD Applications".
And then you have put in certain information about yourself. Then after a week, he will close the thread, and the GMs will discuss amongst each other about who should be the MOD.
Or if you're like Polleus or Giggletron, you will get a PM from Saidin or whoever about you being a MOD. -

Where does the MOD application appear? -
Technically you can become a GM, that is if you are willing to apply to the actually company when their accepting applications. Becoming a Moderator is not impossible, I don't see why everyone says it is. All you need is a lot of sense about the game, and be respectful of the users here in the community and you have a shot. Basically, Saidin will open a thread everyone once in a while asking for applications, or you will be picked because of your work on the forums. "Work," meaning dedication, time spent, quality, type of discussions your involved in, etc.

Not thousands, a few hundred at most like last time I believe. Probably more since Crossfire has grown quite a bit since then.
Also, MANY of the applicants were people with only 1-2 posts.
