Great breakdown Sebbern.
I feel though that I have to respond to this with a bit of real life.
The system doesn't ALWAYS track kills from each mode. Sometimes there's some differences, like escapes and mutation mode points etc. Even then it involves some checking in the system. (as in I don't know the full details or can confirm how it works publicly)
For the most part, the way the game sees a kill is just that, as a kill. It doesn't differentiate whether or not you were in a TDM match or SnD.
But you can think of the current badges as if they were for those modes. The Scout Badge is obviously for people who play TD and the Soldier or Sniper badge is aimed more at people who play SnD.
However, not to fully discount the work you've done here there are some great ideas and things to look in to. We have some things in the works along a similar line that I think everyone is going to like. We aren't ready to announce those yet though! -

saladin give us some joy and tell us that the elite badges level 3 will give gee pee! (a,b and c)
also, make us happeeh by putting new BP guns and hiring more gm's =D -

The idea of kills in modes then would be hard to track then, I see. But what about the profile pages? You can see the kills\deaths there. Yeah, Scout is like a TD badge, Sniper is like a SnD badge and assassin is like a ghost mode badge. Glad that you like it!
But neither the GMs or Moderators decide what to go in the game, they can have some influence in the process if it'll eventually come in the game. The Developers are the one and only who can really choose which things who will get into the game or not.

If it was harder it would take even longer than the weapon badges to complete them.
Well my fellow forum member, you'd be amazed at how desperate people are as to when they want a few extra gold or ZP in their virtual pockets as to if the badges got much harder (ie 100 TD maps > 500 TD maps > 1000 TD maps > 1500 > 2500)
