why cant i?

ok so first of all i just started playing on my account again it been about 11-12 months...i ust opened a creat from last xmas and got a xmas m4a1 the problem being...

i can use the forum barracks and i cant make a forum tag, if its a some kind of a forum ban why hasnt it expired and if its not that can a mod plz help me out?
