Ok let me try to give a perfect answer to you. First of all I am From Mauritius island ( it`s near Madagascar in the Indian ocean )So my ping is at it`s lowest 250 on uk. I have upgrading my internet 3 times to higher level and still have the same ping." If I say all this , i`ts only to avoid a noob to come and make useless comments about my ping and sh....t Bla bla bla."
Well when i play I am always confronting to 2 digits pingers and most of the time they will tank all my shots , but I will never kick any cause I am aware that It`s my high ping that gives me the disadvantage . so the only way for me to be able to have some kills is to camp and position myself where my opponent MUST make a Halt while coming to me , I will shoot at this moment " this is why I play only GM as GR ."
For those who have low ping playing against me , has no problem to kill me ,I never tank , I am an easy kill if I am on ground facing a moving opponent.Now if a low pinger can`t kill a high pinger, then he must be very very noob and must play some games like Lego or something similar.
Of course I am sometime getting a kick for my high ping , but not cause I lagged ,but because I killed someone with a high rank who can`t hold it then, he will use my high ping as excuse to get the kick ( noob are born noob and will die noob )
Now the reason of why High pingers kick low pingers may result in the same way that low pingers kick the high pingers " Cause too often low pingers thinks that a high pinger will LAG THE ENTIRE ROOM , Things which is completely false and too many kids who don`t have the capacity to think by themselves and only listen to some other noobs and will CRY LAG KICK .
So this result in a give back the kick to them so that they can feel our pain .

In this game, high ping is an advantage, because the hits are based off what you see on your screen. Low pingers only see themselves get killed through walls or around corners before we even see them. The problem is really the ping difference.

They should just make a new version for other countries without forcing me to play with savages.

First of all learn how to use a comma.

Yes. The reg is based off what you see. So the higher your ping, the further you can "pull" your victim back in time to be hit by your shot. Pings of 250-300 commonly shoot me well after I've already taken cover.
