No more Laggers!

i would like to suggest a new server which only allow people who have 100 ping or below if thats possible!I am suggesting this because of the populated Brazilians or Uk people who join in our games and they dont take damage what so ever!Repeat no damage!Only to be fair, there will be a 10 second time limit until u get kicked for the high ping due to reasons of lag spikes! If saidin and other people would take a look at this i would very appreciate it! Thank you for your time
