Lag spikes?;S

since 1 week a go my ping is spiking a lot >.<

My normal ping is 23 stable in uk server

But since then its spikes from 40 to 67 to 100 back to 28 to 46 and so on really annoying

i called my provider and they said there aint any problem with the internet.

i resseted my modem several times and it didnt fix the problem.

i uses windows7 32 bit operation system?

does any one know how to fix this lag spikes?
