Can someone tell me what does the ingame option that says "weather effects" changes?

like i enabled it and then disabled it and i saw no changes.... or it was a bug of my pc or its just uselles....

I think it works only in Alaska. If you play in Alaska with weather effects on, you'll see snow falling from the sky.
