Random games give me high ping

I would say 33% of all the games I enter make my ping extraordinarily high. Normally its around 119, but whenever I start a match and its high it goes around 800. It is completely random because sometimes after I finish the match and I ready up again, the ping is back to normal when it starts. Happens in all maps, no idea why. Not sure if this is connected but sometimes during the map loading screen the bar will go 80% full then pause for 10 seconds and say that the connection was delayed. Any help would be appreciated, its been going on for months and it pushed me to the edge to make my first post in around a year =/. Thank you for your time.
